Parts of New Orleans still look like war zones 12 years post Katrina. Which makes you wonder just how much fixing will get done after Hurricanes Harvey and Irma. [Ted Rall cartoon]

Once again, a major disaster affects tens of thousands of Americans in the form of Hurricane Harvey in Houston. Once again, Americans generously respond with donations. .. at first. Then came Hurricane Irma. It’ll be the same story.

But the survivors will need help, big help, for years to come. Unfortunately, history suggests that there probably won’t be the sustained attention to Harveyn required to make a difference.

Just look at Katrina. Twelve years after it devastated New Orleans, parts of the city still look like war zones.
