A cliplet is a still image with a video region. You can make a cliplet like this one with a cliplet program from Microsoft Research.
It’s pretty easy. First import a video into the program. Next scrub through the video to pick a frame for the background layer.
Then select a region to use in the video layer. In this example, it’s the area around the fountain.
Finally, pick the start and stop points and render the video as an mp4 file.
